WhatsApp Business App vs WhatsApp Business API: What's the Difference?

The WhatsApp Business App is a free, standalone app built for small businesses run by one operator on one number - it supports basic auto-replies, works across up to five linked devices, and caps broadcast lists at 256 contacts.

The WhatsApp Business API is a paid, programmatic interface built for scale rather than a consumer-facing app - it supports unlimited broadcasts, chatbot automation, CRM integrations, and multiple agents serving customers from the same business number with automatic conversation routing.

The difference is entirely about scale and infrastructure, not what WhatsApp itself can do for the customer on the other end. A small business handling a manageable volume of conversations from a single phone has no need for the API's cost or setup complexity - the free app covers it. Once a business is running WhatsApp marketing campaigns, sending template messages at volume, or fielding enough conversations that one person and five devices can't reasonably keep up - roughly the point of handling more than fifty conversations a day - the App's 256-contact broadcast cap and lack of multi-agent support become the actual constraint, and the API becomes the only way to keep scaling on the same number. Businesses that outgrow the App aren't required to start over: a "coexistence" migration path lets a number move to the API while keeping its existing chat history.
