Click-to-WhatsApp Ads vs Click-to-Messenger Ads: What's the Difference?

Both ad types share the same setup in Meta Ads Manager and optimize toward the same goal - a started conversation - but each routes to a different app, and only one destination can be chosen per ad. The right pick usually comes down to which app the target audience is actually already using to message.

Click-to-WhatsApp ads are Meta ads that open a WhatsApp conversation with the business when clicked, running through the same underlying WhatsApp Business infrastructure as any other WhatsApp messaging.

Click-to-Messenger ads are Meta ads that open a Facebook Messenger conversation with the business instead, tied to a business's Facebook Page rather than a WhatsApp number.

Both ad types share the same campaign setup flow inside Ads Manager and optimize toward the same underlying event - a started conversation, rather than a landing page view or form fill - but they aren't interchangeable within a single ad: each campaign routes to one destination app, chosen up front. The practical difference comes down to where the target audience actually is. WhatsApp has by far the larger global user base and tends to feel more personal, with meaningfully higher open rates reported than Messenger, which makes it the stronger choice in most markets outside North America. Messenger, tied directly to Facebook, remains strong in North America and can feel more suited to a traditional business interaction for audiences already comfortable there. Meta's own data on combining both destinations in a single campaign shows lower cost per message and higher conversion than committing to either one alone, which is why testing both - or running them together where the platform allows it - tends to outperform picking one destination by default without checking which the audience actually prefers.
